Note that the author (see link below) of this piece is suggesting the proposed VW Up! concept is a new direction for VW and may include several models including a "minivan". I'm wondering if this will morph into the 'microbus' of the future that VW has promised several times.
I think VW is looking for the 'youth' segment of the market (again) to compete with the XB Scion, et al. Recall this is how VW got it's initial popularity in the 1960s with the original Beetle and the Microbus. Note that the motor is even in the back. Perhaps, that explains the 'funky' design also - to appeal to the youth market.
